Legal Question in Landlord & Tenant Law in Virginia

Paying utilities for my Apt. and another Apt.

I have lived in an apartment for 7 mo. and just figured out I am paying for mine and another tenants utilities. I have turned off the valve that goes from my hot water heater to the adjoining Apt. and told the landlord I didn't agree to pay others utilities and if they didn't pay half of the electric bill then I would flip the switches in my breaker box that goes to the adjoining Apt. as well. They won't pay half and if I don't pay it they will cut off my electric. There is nothing in my lease that says I am to pay someone elses electric but the landlord says if I don't they will evict me! What can I do?? Please help, I have 4 children and no means of moving but I can't continue to pay the electric for other tenants. The tenants in the other apt. say the landlord says their utilities are included, if there included shouldn't the landlord have to pay them and not me??

Yes, it would seem so(that the landlord should pay), but you should very likely arrange for a consultation with an attorney to review the precise terms of your lease who should then be able to advise you on an appropriate course of action.
