Legal Question in Landlord & Tenant Law in Virginia

This is the person who a talking about housing being terminated from. The program being in called in my father's income over the phone like i did mines once before so I thought it was okay because did it like that before I have four small children. At home now I am responsible to pay my whole rent so i am trying to appeal it in superior courts in think that the unfair I've been on section 8 for about 12 years and never got in trouble with them or the law period
