Property Management Issue

The property that my wife and I vacted early this year was under the management of a licensed real estate agent.

My landlord admitted to me that she had ''let the property manager go'' and quit paying her.

Months later, I found out that the property manager had ''let her license go'' and sure enough, her license's status is ''Inactive''.

I am curious, because this ''property manager'' still claims to be under our ex-landlord's employ as a property manager and was the person who conducted the checkout inspection (which was done two days late in accordance with our lease agreement).

Is the checkout inspection even valid, since this ''property manager'' isn't even licensed to have done so?

Also, our lease agreement states that any change in property management must be announced to the tenant in writing and I wasn't informed until 7 months into our lease (even though, she apparently released the property manager two months into our lease).

You make some interesting and possibly "valid" points. But I am not sure what your goal is here, whether the inspection is "valid" or not.
