Legal Question in Landlord & Tenant Law in Virginia
I recently backed out of a lease agreement because the situation seemed suspicious. I never met an actual landlord, just an office manager who said she represented a board of trustees. After giving her copies of pretty much all of my personal documents she started to mention that her office computer had a bad virus. After backing out I decided I want my personal documents back but she said that she can only give them to me if I pay a fee. Is this legal?

Unless this particular fee constitutes a nonrefundable application fee
as described in Va Code Sec. 55-248.6:1 (which does not appear
to be the case under these facts), I would conclude that it is unenforceable
at law and not a valid defense for this office manager to continue to refuse to return to you the documents which you've requested.
