Does a renter of a house have the right to not pay rent until the landlord fixes repairs they refuse to fix

No, not necessarily. He may, however, be able to assert what's
termed a rent escrow account with the local general district
court under such circumstances into which he would pay his
rent until such repairs are finally made by the landlord.
