Legal Question in Landlord & Tenant Law in Virginia

I am a renter. My landlord is the actual owner of the property. I have submitted complaints against him at both Prince William County Association of Realtors and Department of Professional & Occupational Regulation. This landlord even after submitting letters about the needed work require, refuse to pay for any expenses out of his pocket. He has several violations of the tenant and landlord act. In a nut shell, I have already paid for the major repairs that effect both myself and daughters health. He is refusing to credit my accout. Should I seek legal advise and put funds into a escrow account until resolved? Its becoming a financial burden just to live at this resident. I would like to put the monies for current rent into an escrow accout. Is this possible?

Yes, go the clerk's office of your local general district court(civil division)

and see about asserting a rent escrow account.
