Legal Question in Landlord & Tenant Law in Virginia

renters advice

My roomate and i did not sign a lease when we moved in. We've lived there for almost 3 1/2 years and have recently moved out. My former landlord is trying to make us pay for carpet steaming cleaning of the entire house; a professional maid to clean the house; and to paint the entire ceiling. A month ago, one of the bathrooms flooded and left a small stain on the ceiling. Are we liable for it? Also, there had also been 3 other people who had lived there, and now he's trying to blame us for some missing utensils, he deemed as expensive silverware. They became missing from the previous tenants(he's threatening to file a police report). Also, throughout the years, he has also come to the house using his own key to inspect the house at will, but had never complained of things he's complaining of now. Am i or my roomate responsible for anything?

You could be responsible for the cost of refurbishing some of the normal war and tear incurred in the home during the term of your tenancy, but

the landlord would have to prove in court that there was an oral lease agreement which provided for such reimbursement from you and your roommate.

Otherwise the landlord would have no legal basis for these claims.
