The legal issue would appear to focus on whether you were in any way responsible for causing (or perhaps, permitting) this "electrical issue" to develop through your negligence or whatever. If so, the landlord could claim your security deposit against his damages. If not, then, if the landlord has no other claim of damages against you for your time as a tenant in that house, he should return your deposit, and, if he refuses, you'll likely have to sue the SOB in small claims court for its return.
