Legal Question in Landlord & Tenant Law in Virginia

I am renting a house paying all utilities. The landlord has put in a coin operated washer/dryer-we have to pay to use them. When we ask him to take them out and let us funish our own he says that he will raise our rent by $20.00. a month. We have no idea what he plans to do with the money. He has not come to empty the machine when we have been home, we dont know if he has come in while we were not home. Can he legally do this?

Can we legally unhook the washer/dryer and set them to the side out of the way and hook up our own?

What can we done about this?
