My rights as a tenant?

First I rent a (townhome or depluxe) not sure what the difference is?? I have 2 concerns, no. one--I have requested my dryer be looked at as it is overheating and not in wking condition, I have advised by landlord, per verbal notification (which I did not get) and nothing in my lease stating landlord is not responsible for fixing appliances as of this year, again not in lease, have voice mail stating would fix and date as to when, but claim not not responsible--who is in the right and how do I handle?? no. 2 -- neighbor in other half of townhome, complains of noise -- which is incorrect, as one incdent he called police on a vistor in home which was a police and was advised by both my music was at ok level, I am almost positive there is no fire wall between dwellings and would like to know if this meets building code?

Merely because you think that there is nothing in your lease "stating that the landlord is not responsible for appliances" necessarily means that he is(responsible)is not a correct conclusion on your part.

However, without reviewing the lease document itself, there is no way to determine who may be responsible and whether or not the lease is under the Virginia Residential Landlord Tenant Act(VRLTA) may also make a difference.
