I was robbed twice in four months, i live in a unit that has a common area four which you are not able to lock, I am the only one who has been vadalized, I gave thirty days notice and the LL refuses to waive the lease break fee do I have any rights

Yes, you certainly have rights but the right to break your lease without
penalty under the facts described is probably not among them (in my opinion).
