Legal Question in Landlord & Tenant Law in Virginia

My ex room mate is still on the lease , they have not paid rent or lived here in last 30 days, they do however still have belongings here. They owe me for rent and utilities previous to leaving, they refuse to pay me. The rental agency will not remove them from lease until they sign a paper which they refuse to do so. This entitles them since they still have the key to come in and use the place when I am not here. They still have house and mailbox key and have rights to refund of deposit if I move since they are still on lease. How can i remove the from lease and force the to return the key?How long am i legally obligated to hold their belongings here ad if I move a i legally bound to return their stuff ? I have no way of contacting ex room mate.

Consider suing them in small claims court for the rent and utilities which they

owe you( if you can secure a verifiable address for them).

Without the cooperation of the rental agency, you will not be

able to remove them from the lease.

You are not legally obligated "to hold their belongings" nor if you move

are you "legally bound to return their stuff".(Best to let the landlord deal with

the disposal of their property problem (in my opinion).
