Security deposit Refund
Do the landlord suppossed to keep your deposit for maintenance fees if he always paid them the whole time you lived in the unit?

Depends upon what your lease says; if the lease says you're not responsible for these kinds of fees (or simply doesn't address the issue), then they should not be applied against your security deposit.
