In the state of Va, is there any way I can be legally held to the Landlord-Tenant act if I only own 1.5 rental properties?

No, you're exempt from the Virginia Residential landlord Tenant Act(VRLTA). Your property(ies?)

are not sufficient to bring you under the Act.
