Severe Noise Violation
I live in a condo and a woman above me rents. She doesn't care about the people around her, as evidenced by the consistently loud noises until 2 a.m. This happens about 2 or 3 times a week.
I talked to the condo board president, nothing. The management company, they'll look into it. The cops, they came, left and she raised the volume higher afterward.
I'm keeping all of my files related to this problem in one place so I'll have all of my ducks in a row should push come to shove. There's a city ordinance and she consistently violates it, but I fear my calling the cops every time will just aggravate the situation.
What are my final options? She doesn't own the place, so can't the condo owner evict her? I fear this will ruin the property value of my condo. I don't want it to escalate into a lawsuit, but I'm at a loss as to what I can do to stop her from being an inconsiderate noise nuisance.

Making a formal complaint by writing a letter addressed to the board with copies to the owner of the offending unit and the management company, might make more of an impression and stir someone to action rather than merely chatting with the board president about the problem.
And, repeated calls to the cops is clearly not the solution (as you apparently realize).
