can you sure a co signer of a apratment when the head of household was never notified of any damages?

Assuming you mean "sue a co-signer" (of a lease), such a signer might
incur liability in a number of ways which would not necessarily involve
physical damage(s) to the rental unit (if that is what you may have in mind).
