my elderly grandmother has been living in are aparment for 4 years now. She is on 24/7 oxygen and her health is dwindling. Recently, a family with 2 young boys 5 and 3 have moved over my grandmother. Before they were to move in my grandmother contacted the rental office and asked if they could be not be moved over top of her because of her health condition. She was told that it couldn't be done, even since my grandmother has lived her apartment no one has ever lived over her. The problem now is the excessive noise, from loud music at 12 in the morning, to running up and down the hall with a vaccum cleaner for 2hours at a time, the floors are hardwood though. And recently the upstairs neighbors were involved in a shooting in front of my grandmothers home. I am wondering what could be done legally?

Perhaps, you could write a letter in behalf of your grandmother, explaining the situation to someone higher up in the management hierarchy, and requesting either that the occupants above be moved or that the management find some other quieter place in the complex for your grandmother to occupy.
