Legal Question in Landlord & Tenant Law in Virginia

The tenant in my condo is threatening to break the lease due to noise from upstairs (which is not my property). My lease does not have a "breaking the lease" clause that spells out any rules or penalty's for breaking the lease early.

It is my understanding that a lease is a legal contract with a beginning and ending date. Failure to live up to your end of the contract until the end of the contract is a violation of the lease. Am I correct? Are there state laws that protect me?
