My sister and I are renting a home in Rich, Va and my fiance lives with me. My sister doesn't like her and wants her out. I am on the lease with my sister, can my sister make her move out?

Not your sister alone, but the sister and your landlord together could very likely make it happen, particularly,

if you do not have the landlord's specific permission for your fiance to be living there with you.
