Do all landlords fall under Va. Code section 55.248?
The house has a broken furnace, the landlord knows it broken.

The property in question is a single family home, owned by a person, I know there are exceptions for military.

No, only the landlords which are not covered by Va. Code Sections 55-248.2 through 55-248.40(Virginia Residential Landlord Tenant Act, would then be subject to Va Code Sections 55-217 thru 55-248.
