Legal Question in Landlord & Tenant Law in Virginia

I have a tenat that refuses to pick up certified mail.. We have a month to month lease, and i want to sent her a 30 day notice. Does this have notice have to be certified to prove she received it?

No, deliver it to her in person, if possible. However, if such is not possible,

then by regular first class mail.
