Legal Question in Landlord & Tenant Law in Virginia
At any time that a tenant is leasing a property, can a tenant request copy of that person's file be available to them.

Sure, the tenant could request it, but I am not aware of any requirement in
Title 55 of the Virginia Code that would necessarily require the landlord
to comply with such a request, including Va. Code Sec. 55-248.9:1 which
deals only with the release of such information to third parties.
