Legal Question in Landlord & Tenant Law in Virginia

I was told that I had bed bugs by one pest control company who at first said I did not have them. Then I had another one come in and inspect and they told me that I did not have any evidence of them. Now, that I did not let the first company treat anything I am being kicked out of my townhome can they do that?
