Legal Question in Landlord & Tenant Law in Virginia

My Townhome Association has put a tow sticker on my windshield for an expired inspection sticker, expired for 3 months now. Just havent been able to fix it yet due to money and not sure exact problem. A steering issue I think, cant drive it.

Are they allowed to have my car towed over my inspection sticker?

Yes, if such is permitted under the association's bylaws (my opinion).
