Legal Question in Landlord & Tenant Law in Virginia

Utility question
My lease states that I am responsible for all utilities. When I went to turn the power on, I couldn't since I did not have good credit. My landlord helped me out by turning it on in his name. The agreement was for me to pay the bill each month as it arrived. The bill is mailed to my address. Due to hardship I have been unable to pay the bill for the past 3 months. I failed to tell landlord of the bills being unpaid. Recently the Landlord came to know of the unpaid bills and turned off the power. Can he legally do that?

Of course, the landlord could, if the bill is in his name but you were suppose to pay it but failed to do so.
