Valet Garbage removal - apartment complex

The management at our apartment complex has offered a new service, valet garbage removal. The service is free until our lease is renewed, at that time the fee will be $30 per month. Can management force residents to pay this extra charge? There are trash dumpsters in the complex and we can dispose of our garbage - there is an option.

Once you agree to renew your lease with this provision for garbage removal, then you're legally obligated to pay the garbage removal fee as part of your rent.
