Withholding section 8 voucher

I am a section 8 recipient. I have had problems with the plumbing in the unit that I am renting, such as backed up toilets and overflow of raw sewage. My landlord is charging me for repairs, therefore causing section 8 to withhold my voucher. I am in the process of taking my landlord to court for unsafe inhabitable environment. Can section 8 hold my voucher because of repairs that I am being charged for from landlord?

I don't believe that the folks who are responsible for administering your Section 8 voucher should be withholding more than the actual costs of the claimed repairs, but why don't you contact them for clarification to ensure that they completely understand your situation?
