Written complaints to landlord, with no help

I live in an apartment building run by a management company. I have an upstairs neighbor that plays excessively loud music, almost constantly. Except for the times that the law forbids. For this reason, local authorities say the management company has to handle it. I followed all their rules, put all complaints in writing. There has been absolutely nothing done. I was told they would only do something if the complaints were in writing. I like where I live, with this one exception, before the tennant moved in it was very nice and peaceful. What, if anything, can be done?

You probably now need to arrange a personal meeting with these representatives of management, bringing with you for the meeting copies of your written complaints and, perhaps, also, some recordings of this persistant din.

Perhaps, these managements reps will be able to offer you another apartment unit reminiscent in

terms of its pervading quietude of what your current place use to be like---before the hip hopper(or person of similar ilk) took up residence nearby.
