Legal Question in Legal Ethics in Virginia

An inmate went in the Rockingham county jail at 4pm on a Monday and by 11am the next day they were still in holding and had to sleep on the floor. Is this a normal occurance? This is very inhumane. The imate wanted to know if this is a sueable offence?

Without knowing the circumstances of the inmate's case and his transfer to the Rockingham jail and the conditions at the jail at the time he was held in custody in the holding cell, I doubt that it would be possible to offer a reliable opinion as to whether such circumstances as described would represent a "normal occurrance" at this jail.

Yes, of course, the inmate could always sue(for whatever) but would be unlikely to prevail on these facts(in my opinion).
