Legal Question in Legal Ethics in Virginia

I'm actually asking this for someone I know while doing a little research on it myself. If a police officer pulls someone over like this what type of misconduct penalties would they be facing? or any other laws that may apply. She was speeding (20 miles over) and when the officer pulls her over he starts to write her a ticket but stops and asked "Would you like to get out of this ticket? Ill ignore it if you will go to this police ball with me on Friday." He took down the girls number and information and said he would pick her up.

She is actually really freaked out about this and her father is already contacting the police department but I was wanting to know what all he could be facing if they were to refuse to do anything. She just turned 18 and said the officer looked 22 so he is still relatively new to the job I guess.
