Can Virginia deny my master tradesman license?

I have to first give background in order to make my question clear. I made application for a Master HVAC license to the State of Virginia. I included a misdemeanor charge that I had received in the State of North Carolina on the application. It was a class one misdemeanor. I had fired my gun into the air. I have passed all of the requirments for licensing and now the Department of Professional and Occupational Regulation has denied my license. My livelihood depends on my license. What can I do to legally challenge what the State of Virginia is doing to me and my family? Thank you, Richard

There are procedures to appeal the denial, but the criminal record may be sufficient to disqualify you. You need to see a lawyer about this. You may also want to look into getting it expunged or pardoned in NC.
