Virginia Department of Motor Vehicles Charges
Virginia Department of Motor Vehicles witheld my registration when I moved to Massachusetts stating I had to provide proof of insurance in Massachusetts in order for a hold on my registration to be released. I provided that I had proof. They were wrong, but said I had to pay $80 to release the hold. How can DMV get away with Extortion?

You might consider writing a letter to the HEAD HONCHO of this agency to request a refund of this fee but I would not use the word extortion nor accuse the DMV of such criminal conduct in the matter.(Could be merely an issue of bureaucratic bungling.)
