Legal Question in Mediation in Virginia

birth certificate....
my nephew needs a b.c and s.s.card. birth records from the hosp. have been destroyed (1965), doctor who delivered him is dead as are both parents. we have school record, but the photo is not clear enough, no childhood shot record exists, never in trouble. can't one without the other. with laws the way they are now, what can we do? we want to file for disability for him, he has never worked, is basically illiterate. wanted to put him on food stamps, but can't, no id. please help.
