I was injured on the job... my biceps tendon ruptured.

I was approved for surgery to repair tendon by OWCP one month after a claim was filed. During the surgery the doctor decided that since the tendon began to scar over, the repairing of the tendon was of ''minimal benefit'' to me and did not repair the tendon. I requested to OWCP to be seen by another doctor... ie.. second opinion. I was denied by OWCP with them claiming that the treatment was appropriate.

Do i have any recourse, either against OWCP for denial of second opinion, or the surgeon for not repairing the injury based on his opinions?

Probably not, but why not seek a second physician's opinion on your own to have greater certainty regarding the matter?
