Legal Question in Medical Malpractice in Virginia

this right to release records

I am in the process of disputing a bill with a past pediatrician of my son's. We stopped seeing her last year for unethical reasons. Now I am trying to go to a new pediatrician and the old doctor is refusing to release my son's shot records. Is this legal? My new peditrician told me that is it not legal for them to hold shot records.

Why not have the new pediatrician contact the old one to request that the latter forward the shot records to her? (The fact that there is a bill in dispute should be entirely irrelevant to

the release of these shot records.)
