I have heard attorneys say: Did you send a Tui letter. how do you spell Tooey?

"Tui" or "Tooey", you ask? Could be the request required for an advisory opinion from the medical board in Richmond designated to initially evaluate a plaintiff's claim(s)of medical malpractice.
