DOD Command cell-phone charging practice
The DOD Command I work for has recently enacted a cell phone charging practice for personal calls on Government issued cell phones. The cost is $1.30 per minute, and the costs when summed up for some employees exceeds the actual cell-phone bill from the provider. Is it legal for the Government to collect more than the actual cost?

Sure, they (the GOVERNMENT) can likely collect the overcharge but they're probably not legally entitled to keep it (and should be refunding it to the phone users). However, what brave soul is going to step forward to call them on this issue?
