Legal Question in Personal Injury in Virginia

Hello, my atty has my files pertaining to a dog bite case that has been settled. I asked for the files back, but he said he needed a week to copy them before he could give them back to me. I told him I needed them within 3 days and he said he has a legal right to hang onto them until they are copied. Is this legally correct? Thank you.
