I was in an auto accident, at the seen the other party admited guilt and was ticketed for failure to obey highway sign. There was no police report because the officer did not see over 1500 in damages, and said he didn't have to make one. When a claim was filed with the insurance company, he changed his story. The officer went on vacation that responded, so the insurance company will not make a decision until they speak with the officer. The person who hit me prepaid his ticket admitting guilt, so shouldn't they have to except liability anyway.

The insurance carrier of the one who received the ticket and allegedly caused the damage to your vehicle doesn't have to pay any claim in behalf of its
policyholder merely because he paid the ticket.
If, for whatever reason, this insurer opts not to pay, your remedy is to sue
this policyholder in the regular general district (or small claims) court who allegedly caused the accident which resulted in your damages.
