Legal Question in Personal Injury in Virginia

my boyfriend is in jail prior to being locked up he was shot which shatter his whole upper hummerus and he has metal plate and screw in his arm. He is suppose to get physical therapy in the jail but they are telling they can not afford it. Is there somethin legally i can do to get him his physical therapy.

The lawyer whom (hopefully) he's hired by now or whom has been appointed by

the court to represent him is the one to deal with this particular issue (in my opinion).
