If a cow on a public roadway causes an accident, is the owner of the animal liable for damages done to a vehicle?

Only if he knew or should have known the cow was on the highway and he did nothing about it; or if he knew or should have known the cow could get on the highway (knew of a broken fence, or didnt close the gate).
