Legal Question in Personal Injury in Virginia

My daughter was in a car accident 2009 the other person was at ran red light, her car was total, she was cut out car and helivac to hospital, had broken leg, open crushed ankle, stayed under medical care for over a year dealing with 8 surgeries, infection and bone fusion, just started walking in March 2010, her lawyer wanted her to settle case soon after said she would not get no more than $100,000 stated it was going to court never actual got there, but he said he filed charge 40%, didn't take care of DR bills as stated he would, now she is premanetly disable stuck with a $30,000.00 medical bill. Wouldn't return phone call with answers. What can she do?
