Legal Question in Personal Injury in Virginia

My fiance was in an accident when he was five, and was awarded 100,000. He got 60,000 of this when he turned 18, and his family put the rest of the money on hold until he is 30. The person that's supposed to be handling this settlement deal is deceased. My fiance is clueless as to how to even find out more information about the settlement, since his family were the ones who handled it due to his age at the time. Any ideas on how to find out more information, and how to find out if he can get this money sooner than age 30? He is 25 now. Thank you!
