Legal Question in Personal Injury in Virginia

A girl hit my parked car in our apartment complex and left the scene of the accident. I was only able to track her down because her car left paint chips on my car. The police were called to the scene and agreed that it was in fact her car that hit mine and caused damage to two other vehicles. She hit my car so hard that she pushed it about five feet to the right into another parked vehicle. She attempted to say that she thought she hit a curb, but that is one hundred percent unlikely. She also hit an SUV that damaged most of the passenger side of her car. There would have been a lot of noise, she knew what happened. I got her an estimate for the damage because she said she didn't want to contact her insurance company, but now she is saying she doesn't want to pay and that I should just go through my insurance company, which is not what I want to do. What are my options?

Report to your insurance company that Ms. [NAME] drove a vehicle which cause the damage to your car, was tracked down by the police, and admitted she was at fault. That's why you pay for car insurance. They will contact her insurance company, whether she wants them to or not, and charge them for repairs to your car. If it turns our she has no insurance, your uninsured motorist's coverage would cover your damages without affecting your rates. It's hard for you to have any fault in the matter when your car was parked and you were in your apartment. Also, cooperate with the police in getting her charged with improper driving and hit and run.
