What should I do when an insurance company underestimates the value of my car which their policy holder totaled?

You could refuse their offer of settlement and proceed to sue their policy
holder responsible for the damages to your vehicle.

Insurance companies always try to under-pay.
You might start by getting a valuation from another car mechanic or car dealer. However, if you have to sue, you will want this person to come to court with you. So try to use someone near the court in the County where it happened and someone who might come to court with you.
A used car dealer might work with you because you he or she will holpe you will buy another car later.
