Personal Injury Torts question

I live in the state of Va, my son was restrained by staff at his school and he claims that during this restraint his arm starting hurting. He came home and we went to Er and he has a fractured wrist. I was told that I should file a tort claim form. can you please tell me about this form and if you think I have a case against the school, the teachers, the county?? Someone should be responsible for using this forse against a child. Please advise

You could bring the matter to the attention of the school authorities and request reimbursement for the child's medical expenses.

If they refuse to provide any such reimbursement, you could then file a claim for your damages against the school and their employee in small claims court.(The general district court will have the forms.)
