Does a professional association have the right to ask questions and collect information from collegues about one's professional performance?

Anyone can ask anything, but no one has to answer the questions. They would have no authority to ask and no right to get an answer. However, they can ask if people are willing to voluntarily answer. Of course, if people give untruthful answers, there could be an issue of libel or slander, maybe...
