Legal Question in Personal Injury in Virginia

i was run into by a on duty in pursuit police officer no lights or siren on

i had a green light he had a red i was going 35 mph ,he came thru light just bumped my left rear tire sent me into a spin and over the median between 2 cars coming the other diretion,i just hurt my elbow other police came saw i had handicap plates they ask for my licence i gave it i asked for his they said dont worrie about that now other police said did you take to much meds -not enough sure i didnt pass out and hit him do i day dream they were very angry at me i have a witness to, they steedy asked me why didnt i see him i said he had no lights or siren they said your wrong then i said i need to go to the hospital ambulance i went ,i get there and a srgt came and gave me my licence back broken in half ,i said wth he said they said it must have been cold outside come on this happened jan 17 08 27 days later i was allowed to get report a week later they took pics of my car i call them risk management everyday for a month now to see whats up and always get answer machine , i was treated wrong because im disabiled and something needs to be done
