Legal Question in Personal Injury in Virginia

Hi -

My son who is 11 was at a church youth group. The church had trimmed some bushes a year prior and left the stumps with sharp sticks pointing out right next to the walk way. Church is out at 8pm and at 745pm the kids where allowed to go out in the dark and rain and run around. My son fell over the stump and the stick went in his leg. In turn he had a puncture wound that was the size of a golf ball and went down to his bone. He was taken to the er and got 12 stitches and was on crutches for 3 weeks. The insurance company for the church is willing to offer me to pay his medical bills which amount to 5000 dollars and give us 2000 for pain and suffering if I sign the offer. From what everyone is telling me 2000 is far less than fair, and I was trying to see if I had a case. My son has a bad scar from the injury, and the insurance said since he is not permant disabled the scar will not be taken into account. I was trying to see if the offer is fair or if i should look into hiring a lawyer for our case. any information would be great
