Legal Question in Personal Injury in Virginia

I was stopped at a red light and rear ended. Thankfully no one seriously hurt and both insured. The police officer cited the driver for following to closely (which I find odd since my car wasn't in motion but stopped at a red light) but not for speeding although in the report stated that the driver was going 30 in a 25 and I was going 0 in a 25...why wasn't the driver also issued a speeding ticket? Thanks.
